These regulations are made for the purpose of carrying out college test management rules established by the Education Department, enhancing test management procedures, and preventing cheating on exams. “Examinations” in these regulations refers to different examinations, inspections, tests, and measurement.
I. Examination Rules
1. Students are required to enter the appointed classroom 10 minutes before the examination is scheduled to take place, and shall be seated as appointed. Student certificates (IDs, test cards) shall be placed at the top left corner. Students shall follow the orders of the exam proctor.
2. Except for stationery and calculators, students are not allowed to have or use any books, conference materials, exercise books, draft papers, etc., during the examination.
3. Students are not permitted to carry mobile phones, dictionaries, PDAs, electronic notes or any other equipment which functions as a telecommunications device; surfing the Internet and storage (for timing function) is also not allowed.
4. Students shall fill in their names and student numbers after receiving their papers, and are not allowed to take more papers, or unpack the bound paper.
5. Students who are late for the examination will not receive additional time, and after 30 minutes from starting no one is allowed to enter the classroom. No student is allowed to leave the classroom within 30 minutes from the start of the examination. No student is allowed to leave the classroom without permission from the exam proctor. No student is allowed to hand over the paper 5 minutes before the end.
6. After the papers have been distributed, students are allowed to ask the exam proctor for assistance regarding incomplete or unclear parts of the paper; other problems will not warrant response.
7. Students are required to keep silent in the classroom, and are not permitted to speak or shout in or near the classroom, or nearby in the corridor.
8. Students are allowed to hand over their papers 30 minutes after the examination has started and up to 5 minutes before it is over. Students are required to hand their papers to the exam proctor and leave the classroom immediately. Students shall stop writing when the examination is over, and leave the classroom when instructed by the exam proctor.
II. Confirming and Handling Cheating and Other Issues Requiring Disciplinary Action
9. Students who fail to correct the following behaviors with a verbal warning will be regarded as having committed a disciplinary offense:
a. Disobeying the arrangement of the exam proctor, or refusing to seat as assigned;
b. Attempting to copy or steal answers from another student’s paper;
c. Shouting in the classroom or around the classroom;
d. Refusing to present ID as required by the exam proctor.
10. Each of the following cases will be regarded as a severe disciplinary offense. In such cases the examination will be terminated, the grade will be zero, and the student shall be given a serious warning or demerit:
a. Leaving books or notes related to the examination on the desk after the proctor has instructed that the site be cleared and before the papers are handed down;
b. Being in possession of a mobile phone, dictionary, PDA, electronic device, or any other equipment having the function of telecommunication or any Internet function;
c. Using answer sheets or draft paper to cheat or assist others in cheating;
d. Borrowing equipment books, stationery, or a calculator without permission of the exam proctor;
e. Making no refusal or refusing to report to the exam proctor of a student’s paper or draft paper being taken by others;
f. Entering or leaving the room without permission from the exam proctor;
g. Intentionally staining or defiling the paper;
h. Leaving the examination room without handing over the answer sheet (including answer sheet and answer card) as regulated;
i. Taking the paper, answer sheet, or draft paper away from any examination held by the nation or Province.
11. A student who is discovered to have committed any of the following behaviors listed will be regarded as having cheated on the exam, and the exam will be terminated, the course will be marked zero, and the student will be given disciplinary probation:
a. Copying other students’ papers or manuscripts;
b. Opening books related to the examination beside or on the seat; or consulting books, notes, papers, materials beneath the examination paper, or reviewing any other hidden outlines or materials;
c. Consulting or reviewing outlines or other materials related to the examination written or printed on students’ clothes or bodies;
d. Passing notes or using other methods to deliver information related to the examination to others during examination time;
e. Carrying or possessing electronic equipment which contains information related to the examination;
f. Stealing papers from other students, or abetting other students in an act of cheating;
g. Surreptitiously glancing at other students’ examination materials, or communicating with others about the examination while at the washroom;
h. Obtaining, or trying to obtain, answers to questions on the examination or information regarding paper grades using other improper methods.
12. Students who have been discovered as having committed any of the following listed behaviors will be treated as having committed a severe cheating offense, his or her examination will be stopped, the course will be marked zero, and he or she will be placed on academic probation or expelled from school:
a. Participating in the examination by using a surrogate exam-taker;
b. Participating in the examination on behalf of another student;
c. Initiating cheating activity;
d. Using a mobile phone, a pocket PC, or any other equipment which has the function of receiving information;
e. Obtaining, providing, or delivering examination papers or answers;
f. Committing any other severe cheating activities.
13. Students who are discovered to be cheating a second time will be expelled from academic status.
14. Cheating discovered during grading or other circumstances will be handled according to correlative regulations.
15. Students trying to get higher grades or concealing misconduct from teachers by means of begging, bribing, or threatening will be treated as cheating, and will be recorded a demerit, or receive severe punishment.
16. Other disciplinary offenses and forms of cheating not listed above shall be handled according to correlative regulations.
17. Students who are responsible for disciplinary offenses will be deprived of the rights to apply for assistance, work-study opportunities, and any scholarships or grants for that year shall be cancelled. Model students and postgraduate candidates exempt from their admission exam responsible for disciplinary offenses will have their status revoked. His or her class’s right to apply for model class shall also be revoked for that year.
III. Procedures for Handling Cheating and other Disciplinary Offenses
18. Cheating and other disciplinary offenses during examination shall be handled on the basis of considered or correlative evidence discovered or gathered by the exam proctor. For serious disciplinary offenses, the exam proctor shall immediately take over the responsible student’s paper, make an announcement indicating the depriving of that student’s right to continue attending the exam, and request that he or she leave the classroom. The responsible student’s class number, name, and cheating behavior shall be recorded in detail on the Record of Cheating and Disciplinary Offenses during Examinations of Nanjing University of Posts and Telecommunications, or made into a written record and signed by the exam proctor, and the record shall be submitted along with the paper and evidence to the Academic Administration after the examination has finished.
19. Cheating and other disciplinary offenses discovered by an observer outside the classroom shall be reported to the exam proctor inside the classroom, and shall be handled in accordance with the regulations listed above. The observer outside the classroom shall sign a Record of Cheating and Disciplinary Offense during Examination of Nanjing University of Posts and Telecommunications.
20. Cheating and other disciplinary offenses found during grading or other circumstances shall be reported to the college or Academic Administration in written form (along with any associated evidence).
21. The Academic Administration shall refer cheating or other disciplinary offense material to the Student Work Department after identifying the student’s disciplinary offenses. The Student Work Department shall submit a decision or suggestion for penalty within one week from receiving the materials.
22. Authority and procedure of penalties:
a. The college is required to review any written material submitted by the student or his or her representative before any decision of penalty is made, and the student is required to submit a written review of the incident.
b. Penalties listed below shall be decided and announced by the student’s college, and be submitted to the Student Work Department for recordkeeping and filing:
c. Academic probation shall be submitted by the student’s college, and be discussed by the Student Work Department and the Academic Administration for the decision of penalty, and then the decision shall be submitted to the leadership of the college for review and the making of an announcement. A penalty of expulsion from academic status shall be discussed by the principle office conference and an announcement shall be made, and a record of this shall be submitted to the Education Department of Jiangsu Province.
d. Notification shall be sent to the responsible student. In specific situations, it shall be announced at the college, and 7 days from the announcement shall be regarded as submission to the responsible student. The student shall sign the notification of penalties. In case the student refuses or fails to sign, the responsible personnel in his or her college shall submit a written explanation to the Student Work Department for recording.
e. Notification of the sanction shall consist of the sanction, facts about the case, and the reason for the sanction. Students shall be informed of any appeals or appeal terminations.
23. Students are allowed to submit any arguments against required penalties to the Student Appeal Committee in written form within 5 workdays from receiving the notification for penalties. The Student Appeal Committee shall carry out a reexamination and inform the student of the result with 15 working days. During the appeal period the penalty shall still be carried out.
24. Any argument against the result of the reexamination by students may be submitted by students in the form of a written appeal to the Education Department of Jiangsu Province within 15 workdays from receiving the notification of reexamination.
25. If a student fails to appeal within the specific time limit from the date of the issuing of the notification for penalties or reexamination, then his or her appeal will not be handled by the college or the provincial education department.
26. Notifications of penalties shall be announced on a specific bulletin board, and shall be reported to the related functional department. After the penalty period (for students of graduating classes this period shall be longer than 6 months), the student is allowed to apply for appraisal, and his or her college will be responsible for making a decision on the basis of the student’s performance. Penalties and appraisal will be honestly recorded in the college filing system and in the student’s file.
27. Student certificates shall be sent to students who have been expelled. Students shall finish formalities for leaving college within 7 days from the issue of the notification. The student’s file and registered residence will be returned to the seat of his or her household. If the student fails to finish these tasks within the regulated time limit, the specific officer of his or her college shall be responsible for carrying out and recording the unfinished work.
28. In addition to these regulations, students of national defense are required to obey the Regulations for Students of National Defense of Nanjing University of Posts and Telecommunications.
29. The Student Office and Academic Administration are in charge of the interpretation of these regulations.
30.These regulations are effective from the day issued.
31.According to the decision reached at the Presidents Meeting on May 15th 2014, the management of international students refers to "Regulations Regarding Disciplinary Actions for Examination Procedures at Nanjing University of Post and Telecommunications (Revised 2013)". The duties of Student Affairs Department and Graduate Affairs Department are performed by International Cooperation and Exchange Department.
